Intersectional Regional Pharmacist - MSF
Job DescriptionBackground MSF has a strict policy concerning procurement of pharmaceuticals, intended to avoid potential problems with the quality of the medical supplies in the countries where we work. Risk factors specifically linked to local procurement of drugs include: weak governmental control on manufacturing, distribution and import; inappropriate quality standards; illicit distribution channels; and presence of fake products. Therefore, general first-line procurement strategy for pharmaceuticals is international supply from MSF Procurement Centres. If purchases of pharmaceuticals are necessary in a given country, for instance because of legal constraints, and have been approved by the Medical Director of the concerned section, a technical visit will be done by one of the section pharmacists, to identify local suppliers of acceptable quality. Then, a competent person will be identified within each mission to be responsible for local purchase according to the indications of the section pharmacist; this person can be an expatriate or national pharmacist or nurse, and is in charge of the daily management of local purchase (stock planning and supervision, orders at approved suppliers, follow-up of suppliers, etc). It is stressed that the decision to approve a local supplier is to be taken by a section pharmacist, according to the principle of shared decision at HQ level. The regional pharmacist position in Nairobi was created to ensure that all sections purchasing pharmaceuticals in Nairobi follow the same principles and policies for local purchase, in close link with the international pharmacists' pool. With the mandate from the medical directors, the regional pharmacist position in Nairobi was established in March, 2005. Evaluations of the position took place in 2006, 2007 and 2008.
